Its very hard to prove damage when you played the bluff game (IMHO).
In law, you have to show you actually suffered damage.
That's why Only $1M (if its true) have been allocated - partly to ameliorate the anger from shareholders and partly to fund a legal attempt to "extract" something from COP, like what PVD did.
I am sure COP have some used surplus assets somewhere they could donate.
