there are a number of ways.
200 shareholders can get together and petition the board to hold an extraordinary general meeting. the petition needs to detail the exact question to be asked.
shareholders representing 5% of issued capital can get together and petition to the same end.
or just sell your shares and range trade between 80 cents which seems to be a fairly solid floor and 90 cents which seems to be the upper limit.
incidently, many think the market has priced in an expectation of an infrastructure deal, and that an announcement to the contrary would cause price drop. i'm not so sure. i don't think there's any valuation placed on an infrastructure deal. 80 cents = $0 NPV.
