Not sure what you mean by “can not afford”
If you look at the fine detail they are issuing shares - not paying cash
Now they can issue as many shares as they like without having s single dollar in the bank
So it’s not what they can afford but how much dilution they chose to accept
I think another offer will be put forward soon.
