two points.... a) you didn't make your point 2, and b) how can you have a structured plan without defining what the goal is, i.e. the vaccinated percentage required to allow full economic opening, including air and sea (cruise ships are important too) travellers.
Yes we need a structured plan to manage direction and achieve significant points of progress. Not a dull and vague back of the envelope 4 points inadequately defined as M. presented. A plan should involve all state/territory input and all should agree to implementation, else we will have a hodge podge as we do now.
