The problem with this person is that he did not step up and lead, instead he waited and waited, which in my mind was a sign of some lack of leadership quality. Sometimes it is a lot easier to speak out loud from the side lines as to what should have been done than to actually be the one at the front line and lead, and take and face the good, the bad, and the ugly. On that count, he failed.
