Costello had an agreement with Howard that Howard would step down. Howard didn't, for one reason or another.
Costello respected the agreement for the benefit of the party, and party stability ensued.
Howard, no matter how good he was for the country, just got stale. As usual, when times are good, it is human to think a change will be for the better.
