I think the other comments are correct in saying that he honoured the agreement. He still should have insisted on a timetable for handover of power and put pressure on Howard to follow it. Anyway it's all history now. We must find a way forward out of this mess and the only answer, in my opinion, is to emphatically vote the incumbent government out of office at the upcoming election.
