They have done this issue under the guise of the 15% limitation Xcel so unless they are going to go back to holders and get approval for the project equity issue(which they would have to do as any more to be issued would exceed the 15%) which at this level may not be prudent considering they have just issued 60M,brings the whole question of just whether there are more to be issued for the project equity.Market resistance in the next few weeks will tell us more.If it continues to advance then I'm betting they have been able to secure some off-take finance for the project as well.
