Melbourne has a toll road already and the CityLink pass will be compatible with Eastlink tolling. Also people are used to tolls so its nothing "new".
As for traffic usage, I expect it to go very well. $4.82 per trip and you save that much in fuel and shave a half hour off your trip.
People here (in Melb) can't wait for it to open so I suspect no demand problems.
The key will be 'market expectations'. If strong traffic numbers have already been built into the shareprice with associated profits then CEU is unlikely to move much above $2.00.
But if the shareprice has questions and concerns which CEU can answer after its up and running, then CEU is very cheap.
All depends on how much CEU can 'surprise' the market by firstly when it opens and secondly by the traffic numbers.
