Is the water running over the filters?
Evaporative air conditioners work on a very basic principle, air passing through the wet filters cools down to about the temperature of the water.
If you have not used it for a while the water in the tray may be warm, just drain and allow to re fill.
Is a bit humid in Perth today, those air conditioners don't work to well in humid conditions
