I don't know the solution, but perhaps airlines need to have some rows with 2 seats instead of 3 for passengers over a certain weight. The fare would be 50% more. All passengers would be a lot more comfortable - and it's fair for everyone. Actually, I believe some airlines have something like this, but no rules apply.
