I wonder even with the financing if its just investors getting ready for that longish building period of announcement inactivity. Their idea being that they can get in anytime over the next 6 or so months and use their money on more lucrative buys in the short term.
It's inevitable (assuming all things going according to plan) that the SP has to make significant gains by completion time etc. Things are definitely more rosy longer term.
