Obviously it is a fine line between what's promising and what is proved and any prospective T/O group have to gamble, but is it worth waiting or do you jump in with fingers crossed.
When a company has developed and has a stable income and base it is easy to calculate the value of a T/O
Prior to that depends on your available money and the possibilities for future expansion.
