As the old military saying goes, hurry up and wait.

OK so understand the difference between Navy/Marines and army.

The Navy/Marines spend large amount of their time within a highly inflammable environment on the Ocean whereas the army personal normally don't.

Thats why the US army only has a couple of items that are FR treated, these are issued to troops in a flammable environment or in combat, (think it was a jacket and something else) where as the Marines will be looking at all their clothing being FR. This may then flow onto the Navy, specifically if it can be combined with alexicool for hot cimate/temp wear.

The army will plod along as it is not a priority for them, the Marines have always moved fast.

However the normal pattern is once one goes all go.
