Madagascar: Start of national consultations for the revision of the mining code
The Ministry of Mines and Strategic Resources kicked off the national consultations of stakeholders in the process of overhauling the Malagasy mining code on Tuesday at the Mining Business Center in Ivato, Antananarivo.
For this first day, it was the turn of the group "Administration" which looks like the officials at the level of the branches of the Ministry of Mines that were consulted. This series of consultations will continue until Monday, August 22.
In the coming days, other actors such as stakeholders at the level of regional and interregional departments, buyers and sellers of mining products, unions and mining groups, large mines, members of civil society or researchers and associations of mining engineers and geological engineers will take part in turn in the consultations. The main problem undermining the mining sector in Madagascar is the growing number of small-scale operators operating in the informal sector. This situation is linked to the suspension of the issuance of mining permits since 2011, confirmed in 2014 and maintained by the current regime. The government has also decided to suspend gold exports since 2020. Yet illicit exports continue to increase. In December 2021, two Malagasy nationals were stopped at the airport in Moroni, Comoros with 49 kilos of gold. In December 2020, 73.5 kilos of gold were also seized at the airport in Johannesburg, South Africa. The current mining code in Madagascar dates from 2005. According to the World Bank, "by 2024, the mining sector will be one of the pillars of the Malagasy economy through the spin-offs it will produce at the national and local levels.
