Actually roads do not cost much in the SHORT TERM. China loans the money to their own construction companies to build the roads. Then when the roads are opened they country pays the loans. In the Encomiast there was article about Zambia. A resent road project done by Chinese cost US$ 360,000 per KM nearly double what every country around them cost, that’s countries not using China. After one rainy season the roads had many pot holes and road bed collapse. China also built a series of fire stations. The 42 engines for these stations were billed at an average of US$1,000,000 a 70% mark up over locale prices. Zambia is now defaulting on all the World bank, IMF and China debt as well as others. China has offered to forgive all its debt in return for ownership of the two largest copper mines in the country. “To read more see "Zambia End of road”. PG 55 Economist September 15 2018. Corruption was suspected in the government when deals were signed. There are many of these deals in Africa. Closer to US, Brazil Argentina and Chile have all signed similar deals with China. As have many other central and south American countries. These three all have large mining interest which China is interested in. All are suspected of government corruption. I will leave it to you to decide if corrupt official sign these deals for large personal gain and do not care about the future.
