The latest quarterly report showed that Lynas are indeed paying the interest on their loans (with an interest rate deduction based on performance) and made a very modest principal repayment.
If they can consistently do this at these low REE prices then the future looks more promising that it has for years.
They remain the only significant viable non Chinese supplier of REEs
Also note that the barriers to entry in this business are very high - Lynas now have a plant that can deliver (despite the many knockers over the years who harped on that it would never be completed and would never work properly)!
