Pragmatism dictates that to persuade business to act for the benefit of communities, things *must* be about money.
I take your point about the dangers of moving the stuff.
Perhaps the best thing would be to insist that the oz synroc process comes as part and parcel of the deal and that waste should be stored in geologically stable areas within the purchasing country. Given that most places in the world have old, deep, unused mines, surely that wouldn't pose too much of a problem?
