What about these scenarios:

(1) As part of the purchasing agreement, radioactive waste must be reprocessed into synroc in the purchasing country and buried in a geologically stable area, or

(2) The synroced waste is transported back to oz for an added fee, buried in a geologically stable area and the foreign country is charged ongoing storage fees ;)
