How has it abandoned it? It MAY have made it a bit cheaper for companies to reduce their ETS liability, but it does not change the emissions one single bit. Not one iota. Zip zilch nada nought.
And the current $10 price does not include the demand from Australia yet. My bet is that it will be over $15 in 3 years time. Price is just based on supply v demand and we just increased demand. Time will tell.
