There were always plenty of rental houses available before NG. And there still will be when existing NG is grandfathered and NG is for new constructions. No landlord is going to shut up shop and leave their property empty.
The amount of business generated by new construction would be very high. High employment of tradies, building suppliers, every business that supplies anything that you put in your new house, anything you do outside....pools, fences, gardens, landscaping.
With that amount of new tax revenue generated the govt could easily afford to build subsidised housing.
