He said "Our position has not changed" and that was correct right up until last week when cabinet endorsed a new plan. If cabinet had not made that change just last week then the former S3TC would have been implemented on 1st July.
Changing your mind a week ago does not mean you lied 12 months ago or even 2 weeks ago.
