It all depends on the product, it's not uniform across types of products & services. Discretionary spending increases will impact inflation more than non discretionary spending increases. And lower incomes spend a much higher proportion of their income on non discretionary. Therefore the ALP tax changes will fuel inflation less than the S3TC.
