Carnegie appears to be on a winner if that goes ahead~ they appear to have the inside running, with far less competition than is the case in SA and VIC.
It is the sort of project~ along with the one in Mauritius~ which could really appeal to the public imagination. An astute pollie has obviously seen this already.... and good on him.
