The biggest thieves working on a government worksites were private sector contractors!
There wasn’t a great deal of difference between the larger private sector and the smaller companies when it came to competence and thieving!

Besides them being supplied with parts and the equipment, including manuals on how to do job, the majority rarely did a passable job.
The exception was by larger companies who recruited public ex-employees from these sites or organisations.

I’ve seen public servant engineers being reprimanded for pursuing rework or possibly sending a SME company broke through litigation!
Both parties of governments whether in Federal or State are not in the habit of reprimanding abuse by contractors or by the sounds of it organised crime contractors… it is possible due too donations! . Apparently, it was common in USA politics!

Recruitment of public servant employees is an acknowledgment that these worker’s are considered highly trained when it comes to skill set compared to a majority of workers in the private sector.
The only comparable trained worker’s in the private sector would be the likes of BHP or RIO when it comes to training their employees.

What we can concluded is that cost increases can not only be attributed to Union abuse but also to private sector abuse!
