" The Parliament shall, subject to this Constitution, have power to make laws with respect to matters relating to the [Voice], including its composition, functions, powers and procedures."
In other words Parliament will be able to enforce legality of their decisions. That is, it's not just a voice to be heard but an instrument for govt control and punishment. Democracy in action right there..
