    Cheaper to give the $300 credit for all household electricity accounts than pay public servants to devise processes to identify those who own more than one residence and then decide which residence gets the 300 . More honest to just not include any electricity subsidy in the the budget and allocate the funds to Medicare to support those needing health services by reducing hospital waiting lists with a state govt match.
    nNo incentive to save on household electricity use when combined with state subsidies.
