I don't think that you should lose too much sleep on this. The grade of the stockpiles would have been given an average grade - as is composed of quite a number of mined zones, so best to average these out rather than attempt to define a grade.
The other point I would make is that there are gold traps within a plant. Starting the plant up again would have plashed out coarse gold that would have built up around say the rubber liners in the mill. It takes around a week to dissolve a match head size coarse gold and leach out during the cyanide process. Don't think that running these plants is simple - there are gold traps in the mill and when they sit around for a while it gives the gold the ability to dissolve.
There have been many instances when mills when decommissioned have been an opportunity to get gold from a number of gold traps.
