You need to understand the difference between aluminium and alumina the raw material
Nobody in WA produces aluminium only alumina (by BHP as well) which is nearly all exported
They are the world's cheapest producers and therefore will always have a market and be producing at full capacity
So why would they want to delay cheaper and more reliable energy?
