The tenders docs do also ask tenderers how much cheaper it would be per application if it were fewer than 10. So yeah, it could be anywhere up to that number.

I also remember them saying they'd be looking at funding up to 4 facilities, so a base of 10 is probably about right to get down to 4.

On the S7 allocation - don't forget Minister O'Brien said:

"the State Government’s market assessment of interest in further allocations of the valley’s brown coal reserves had indicated “considerable” interest from within and outside Australia and decisions on those allocations would be announced in this half of the year."

Time is running out to meet that deadline. I think there is little doubt that there will be a competitive tender process for the S7 allocation, though.
