Although both the State and Federal governments are funding the grant, the Victorian State government is conducting the assessment of the tenders. Further, the Minister's letter of offer is only coming from the Victorian Minister.
Once funding agreements are signed, the Federal government will then publish the successful applicants on the Federal governments website.
So in summary, the Federal government is hands off until the process is completed.
