I think you misunderstood me. They would have reduced it by 5% of 2000 levels (the goal). So considering 2009 levels were higher anyway, reducing 2000 by 5% will be less effort (accounting for growth). And hence, it is probably already done. Now they can sit on their luarels for 12 yrs.
The most illogical side of this 5% goal is that they exclude any carbon emissions created by anything destined for export! So only domestic bound/trapped carbon emissions are supposed to be reduced, regardless of the fact that the environment doesnt discriminate between domestic and export created fumes, it suffers regardless.
