HCQ is an approved, registered drug with the TGA.
Read what you posted. “The TGA changed the rules inMarch because of increased off label prescribing of HCQ which caused concerns that it would create a shortage of the product”
As a result it can still be prescribed by Specialists to prevent a shortage.
Btw IHL are RUNNING a CLINICAL TRIAL, the purpose of trials is to compile further data and safety information for their approvals.
