Sounds like they are planning on using cooling ponds of industry...otherwise building ponds would be pretty expensive I would imagine. there is still the issue of collecting all that algae from diverse locations though.

I suppose that Icon have nothing to lose...10% chance of a huge gain if the tech takes off. I am assuming that Icon Drilling does not hold any significant assets.
