Exactly - that seems to be the history of most Aus R&D. Late & slow to start, even slower to complete research, then failure to develop - often due to other countries having already done so in a timely & cheaper manner.
Little govt incentives to rebuild our skills base and develop our own high tech industries & products.
And as you say - bloated, complacent, arrogant and/or amateur management. Some are research focused & simply don’t have the focus needed to develop & produce - and of course are reluctant to step aside.
I sometimes think a longer political cycle might help - but then ‘scott morrison & his team’ comes to mind & I start thinking of 6 month terms.
