Yes, it implies a pivotal point. Currently touching an upsloping trendline. That line should provide support but if it is broken, it breaks a long term trend and becomes resistance.
Downward sloping line works with the upward sloping line to form a flag pattern. Breaking out of that pattern should be a very strong move.
Keep in mind, that is a VERY long term chart so it'll all take a while to play out.
