Not knowing these people but knowing generally how this goes in Solomon Islands, I would say that there are always local power plays going on between individuals and groups over what land they believe they own. Jealousy is rife, and if an individual or group feels like they have been left out of a deal that they think they should be included in (or be the main player in) i.e. receiving the royalties, and they think a rival individual or group is receiving or set to receive money instead of them, then they will absolutely go to town with their grievances, including media, court and physical obstruction if necessary. Rival miners / prospectors feed into this and exaggerate the seriousness of the disputes. That may be what's happening here with the analysis of PNM's reports, as suggested above. At least we can read what this company is about and who owns it, etc. You won't see any such transparency with SIRCL / Winwin (do I even need to add IMO).
It may seem that the best way to resolve disputes like this is to involve all individuals and groups who an investor thinks MIGHT have an interest in a certain area, and get them all on board from the start. That's too simplistic too though, and will only upset the individuals / groups who think it is them, and only them, that the investor has to deal with, not the others. Involving others can take you down the same path of dispute, court cases, etc, etc. There's no easy answer and any prospector / miner needs to tread a fine line to try as best as possible to keep as many individuals and groups happy as possible to prevent (as far as possible) media splashes and court cases. Easier said than done!
