The big difference about 13 being reported in the quarterly and 13 being reported in the announcement I linked to is 13 being reported in the quarterly confirms it was achieved whereas the 13 reported in the announcement I linked to was an expectation (at that time the only confirmation was that half way through the quarter it was confirmed that 6.5 was achieved). I agree 13 being reported the quarterly isn't big news but it does continue to confirm the company is achieving expectations; a change from unexpected problems continuing to arise. More important than that is if we get confirmation of July showing an improvement. If we get that in the quarterly, or soon after the market sentiment will start to reach the tipping point where people begin to really believe we are close to hitting the final expectation: close to production targets.
