Please adjust you wealth to fees ratio.
A person on around $400 per week pays out around 10 - 15% of their monthly wealth to the bank jsut for accessing their money.
Why not do this exact same thing to wealthy?

Or just reduce the fees for the poor - simple.

You charge the poor for access to their measley monies?...pathetic.
That money makes you any big bank rich and you then charge for it to be given to you? Hello? What cost do you incur to allow the poor to have their own money that makes you rich anyway?
Is this access fee actually a penalty fee to deter withdrawals?
Or is it a justified costing fee?

Please adjust you fees to reciprocate the wealth of those who make you rich.

Set fees for accounts with a weekly credit of less than $400 to something like $2 per month.

OR

Set fees for accounts with credits of around $1000 per month to something like 10 - 15%, ie $100 - $150 per month.
