I understand that you want to be seen to be doing something, but all up I would say that the current system isn't so broken that it needs major fixing. Keep It Simple guys. Sometimes the posts that make one poster unhappy make another poster chuckle... Sometimes a really ugly post will encourage another poster to post a retort which ends up being informative. You can't keep all the people happy all the time so you shouldn't try. People 'liking' more censure won't like it when their own freedoms are curtailed.
I would also lastly say that any of the crowd who have moved to the Twitter space/and/or other social media haven't done so because other posters have gotten under their skin - its because they feel 'moderation' has been unfair or heavy handed...
