I can tell you why MBN won't relist.
It has been liquidated and that the best price is currently being sought for it's assets.
Further, there is "no likelihood" that shareholders will receive any [money] from the assets being sold [by Korda Mentha].

From top of Page 4:
"A voluntary administrator isn’t required to report to shareholders on the progress or outcome of the voluntary administration." And they didn't.

And from the top of Page 6:
"There is no obligation for the receiver to report to the shareholders on the progress or outcome of the receivership." And they haven't.
