As usual with rumours there is an element of truth
1. Yes you can register a private phone on the do-not-call register and have to re-register every 5 years.
2. NO you don't pay to receive mobile calls anywhere in the world outside of north america
3 Doubtful that a list of mobile numbers is being listed anywhere.
As for the telemarketers that unfortunately call our home/business phone (so not elgigible for the register I give them hell. I refuse to allow them to follow their script although they seem to have a response ready, so the typical call goes:
self Hello (to a deadline)
telemarketer (after a long delay) Hello I'm Fred can I speak to the business owner
(He's already lost as he doesn't know who/what he has called)
self: What are you selling? (Usually interrupting his long opening speech which I ignore anyway)
telemarketer: No sir I am not selling you anything. I have this.....
self: If you not trying to sell me something why are you wasting your time and mine? (This is again usually an interrupt over his previous response)
Telemarketer attempts to keep going and if he doesn't hang up wastes a lot of time before finally admitting what widget/service/scam he is trying to sell, or goes into an endless loop asking are you the business owner/ account manager blah...
A few enjoyable moments to lighten the day.
