This is not a penny-dreadful. It's a technology developed by QinetiQ Ltd, the former U.K. Government Defence Evaluation & Research Agency, who are now a large stakeholder in pSivida.
The proposed U.S. aquisition details should be announced soon and, if it goes through, will increase U.S. awareness of pSivida and lead to more liquidity on the Nasdaq.
