It can be a risky proposition for a foreign company. Whereas with a join venture, they will let the locals do the heavy lifting and just support them financially. In the end they get what they need. It works better when the financer is not in mining business but they just need to use the product. Hope it makes sense.

Yeah of course, but (according his theory) it wouldn't just be taken over by any company/investor with cash, it'll be a company in the industry with proper expertise and capital to fund and operate the mine
