I don't think the 4.99% can be trusted.
if you look at the significant shareholders it can't be directly match to the top 20 below it.
it is possible the 4.99% represents the shares that DGR can vote and doesn't include the ones it is using as security against loans which it can't vote.
if they had really dropped below 5% a substantial holder notice would have to be lodged with ASX
