"It would require operators to install flow meters, over-pressure devices or an approved pipeline leak detection system as required by the state Industrial Commission, which regulates about 20,000 miles of pipelines that gather oil, natural gas and other liquids.
Companies also would have to submit engineered design plans and put up a bond for the pipelines, and a qualified third party would have to inspect them.
Ness, whose group represents more than 500 companies involved in the oil and gas industry, called the bill “good legislation” but added that with the significant changes, “I’m not sure everybody’s going to be happy.”"
