allotment of shares

Just checked my account and the minimum allotment shows in my account but not the extras I have applied for (millions)
So, rang Computershare and said I havent the extras I paid for. The answer, a decision on whether the extras will be given to those who applied or kept by the underwriters will be made shortly, ring back in a week.

If there was such a shotfall how come the extras are not given to those that applied????????????????????????
