this is not certain but what I suspect is that most of those people live in the country
they are poor and to a certain extent what you post has truth ,as many move to the cities .....but in the country I suspect a bit of a black economy where not every transaction or every asset is actualy reported so may not quite be as bad as you think .....also rent is very cheap in the country or they more likely own their home
