If someone dropped the ball an extremely intelligent and capable man like our CEO may not be as diplomatic as some about delivering the message given the intense pressures involved. Hurt feelings may arise. It happens at all levels, including the academic world. Nobody likes being told they've been a chump and they may retaliate.

I recall as a young child being told to eat my food (some cold white sauce on fish). Yuk. I chewed it and chewed it and didn't swallow. We were in a restaurant and the public pressure to contain the situation was so great, I took advantage of that. My father glared at me, and muttered angry directions but I kept going just adding food but not actually eating. Eventually some food spilled out onto the plate. Enraged, he picked me up and took me outside but while he did that I spewed what I had in my mouth on the leg of his pants!

This is the behavioural level we're probably talking about here.
