    I agree ... but DC specifically said i Open Briefings and again at the SAGM that they issued the minum that they needed in the last placement ($50m whereas they could have had $120m as it was way oversubscribed) so as to limit any dilution .. and this remains their policy .. hence they were happy with the $20m from the SPP.
